If the past year of Vietnamese digital-government law had a single organising idea, it would be this: give everything a number that never changes. Citizens got theirs with the 12-digit personal identification number and VNeID. Businesses have theirs in the enterprise code. Today the physical world gets the same treatment. Nghị định 326/2026/NĐ-CP, issued by the Government on 19 August 2026, takes effect on 1 September 2026 — and with it, every land parcel, building, bridge, port, pagoda, and dozens of other object types across the country will be assigned a permanent 12-digit mã định danh địa điểm (location identification code) in a new national database.
What the document is
Nghị định 326/2026/NĐ-CP runs to 4 chapters and 18 articles. It regulates the identification of locations within Vietnamese territory (objects on the state-secrets list are excluded), the construction, management, sharing, and exploitation of the Cơ sở dữ liệu định danh địa điểm (Location Identification Database), and the rights, obligations, and responsibilities of the agencies, organisations, and individuals involved. The database is built and managed by the agency assigned that task by the Bộ Công an — consistent with the ministry’s now-central role in the country’s data infrastructure, from the population database to the National Data Center.
The core mechanism is deliberately simple. Each identified location receives one unique code: a 12-digit natural number, never reused, and designed for long-term stability. An appendix lists 71 categories of objects eligible for identification — land parcels (thửa đất) as the fundamental unit, architectural and construction works, national and provincial boundary markers, border checkpoints, roads, railways and crossings, airports and runways, ports and terminals, parking areas, dams, canals and pumping stations, water and wastewater treatment plants, environmental monitoring stations, landfills, farms and aquaculture facilities, and cultural and religious sites such as temples, pagodas, communal houses, and historic monuments.
Behind each code, the database stores considerably more than an address: the object type, its address and access route (lối tiếp cận), postal code, coordinates in the VN-2000 or WGS-84 systems, land-use certificate information where applicable, operational status (active, inactive, relocated, structurally changed), the location’s name, structural and 3D spatial information, and the managing agency. The data is assembled and kept current through linkage with existing national and specialised databases rather than through fresh mass surveys.
What changes compared to before
Việt Nam has never had a single, authoritative, machine-readable register of places. Addresses live in scattered systems — land records, construction permits, postal files, commercial map providers — that routinely disagree with each other. The problem became acute after the 2025 administrative restructuring, which merged 63 provinces into 34, abolished the district level, and renamed thousands of communes and wards: overnight, an enormous share of the country’s written addresses stopped matching official reality, and citizens, shippers, and banks have been reconciling paperwork ever since.
The location ID is built to be immune to exactly that. Place names and administrative labels can change; the 12-digit number attached to the parcel or building does not. In that sense the decree does for places what the personal identification number did for citizens when it replaced the old household-registration paperwork: it decouples identity from mutable descriptions.
Who it affects and what to do
For individuals, the entry point is VNeID. Public location-identification data can be looked up through the app, and citizens can view the information held about their own locations — a homeowner will be able to see the code and recorded details for their parcel and house. A companion transitional rule points the right direction: from 1 September, paperwork whose location data already exists in the database should not need to be resubmitted to authorities.
For businesses, the more interesting audience is anyone whose operations depend on knowing where things are: logistics and delivery companies wrestling with post-merger addresses, e-commerce platforms, banks verifying collateral, insurers, utilities, and mapping providers. A stable state-issued location code — with coordinates and access-route data attached — is the missing primary key many of these systems have been approximating with geocoding heuristics. Property owners and facility managers, meanwhile, should expect location codes to start appearing in administrative procedures involving land and construction.
For state agencies, the decree assigns data-provision and updating responsibilities across ministries and provinces, since the source records (land, construction, transport, culture) sit in different sectoral databases.
The decree also lands amid a broader September push on digital identity: Nghị định 320/2026/NĐ-CP amends the electronic identification and authentication rules from 28 September, pensions begin flowing through VNeID-linked processes, and children under six become eligible for căn cước cards through fully electronic interlinked procedures.
Open questions
The decree sets up the register; it does not say how fast it will fill. With 71 object categories and tens of millions of land parcels, the practical question is sequencing — which provinces and object types get codes first, and when coverage becomes complete enough for businesses to rely on the database rather than treat it as one more partial source. It is also not yet clear how third parties will consume the data at scale (a public API and its terms will matter more to logistics platforms than VNeID lookups), or how discrepancies between the new register and legacy land records will be adjudicated when they surface. As with much of this year’s data legislation, the text is the easy part; the migration is the story to watch.
